Toya ibiturca Asche, 1980 is currently considered as a valid taxon of species rank in the family Delphacidae Leach, 1815 of the Fulgoromorpha. This species was first described by Asche M. in 1980 in the following paper: Zwei neue Arten der Gattung Toya Distant 1906, aus dem Mittelmeergebiet mit erganzenden Bemerkungen zu Toya hispidula (Lindberg 1953) und Toya obtusangula (Linnavuori 1957) (Homoptera Cicadina Delphacidae). Marburger Entomologische Publikationen, 1(4) : 1-36.

It is currently classified in order Hemiptera Linné, 1758, suborder Fulgoromorpha Evans, 1946, superfamily Delphacoidea Leach, 1815, family Delphacidae Leach, 1815, subfamily Delphacinae Leach, 1815, tribe Delphacini Leach, 1815, genus Toya Distant, 1906.
